Two separate compliance questions
Fitting correctly certified GMDSS equipment, the VHF, MF/HF and survival craft radios covered elsewhere in this series, answers the equipment side of a vessel's compliance requirement. It says nothing about whether the crew operating that equipment is qualified to do so. GMDSS operation requires personnel holding the appropriate radio operator certificate, a separate STCW-linked qualification entirely independent of the equipment's own certification.
The certificates involved
The two certificates most relevant to GMDSS operation are the General Operator's Certificate, GOC, and the Restricted Operator's Certificate, ROC. The GOC is the broader qualification, required for vessels operating in sea areas where MF, HF or satellite communication is part of the required fit, covering the full range of GMDSS equipment and procedures a vessel operating beyond VHF-only coverage may need. The ROC is a more limited qualification, sufficient for vessels whose GMDSS operation is restricted to VHF DSC equipment within Sea Area A1, covered in more depth in the dedicated sea area article elsewhere in this series.
Why the sea area link matters here too
Because GOC and ROC scope tracks the same sea area framework that determines a vessel's equipment carriage requirement, the two questions, what equipment is fitted and what certification the operating crew holds, are closely linked in practice even though they are formally separate. A vessel fitted with MF/HF equipment for A2 operation needs crew holding a GOC, not an ROC, since ROC-qualified personnel are not certified to operate MF/HF GMDSS equipment regardless of how capable the fitted radio itself is.
Who issues these certificates in India
Radio operator certification in India sits within the broader STCW framework administered through the Directorate General of Shipping, with training delivered through DG Shipping-approved maritime training institutes offering the GMDSS GOC and ROC courses as part of a seafarer's broader certification. Confirm the current approved training providers and certification process directly with DG Shipping, since specific institute approvals and course requirements are administered and updated by the authority rather than fixed indefinitely.
What a survey actually checks
A DG Shipping or classification society survey of a vessel's GMDSS compliance checks both sides of this requirement: that the fitted equipment matches the vessel's certified sea area and carries valid, current type approval, and separately, that the vessel carries sufficient crew holding radio operator certification appropriate to that same sea area. A vessel can pass one check and fail the other, and both need to be planned for together rather than treating equipment procurement and crew certification as unrelated workstreams.
Practical implications for a fleet operator
- Confirm crew GOC or ROC certification status alongside, not separately from, equipment procurement, since the two are tied to the same sea area classification.
- Track certificate validity and renewal dates for operating crew the same way equipment servicing schedules are tracked, since an expired operator certificate is a compliance gap independent of the equipment's own status.
- For a fleet operating across multiple sea areas or vessel types, confirm that crew rotated between vessels hold certification appropriate to each specific vessel's requirement, not just a certificate that was sufficient for a previous posting.
