No single PSU procurement system
India's defence and engineering public sector undertakings, Hindustan Aeronautics Limited, Bharat Electronics Limited, Bharat Heavy Electricals Limited and others, each run their own vendor registration and procurement system rather than sharing a common platform the way central government departments share GeM, covered in more depth elsewhere in this series. A supplier's registration with one PSU carries no automatic standing with another, and the registration process itself differs materially between them.
HAL: registration by supply category
Hindustan Aeronautics Limited, India's principal aerospace and defence manufacturer, runs vendor registration through its own procurement portal, with vendor categories spanning machined components, composites, avionics, raw materials and MRO, maintenance, repair and overhaul, services. An applicant registers against the specific category relevant to what it supplies, avionics and navigation equipment being one such category, rather than a single generic HAL vendor status covering every kind of supply.
BEL: GST-based registration and a separate empanelment track
Bharat Electronics Limited, the Navratna PSU manufacturing electronic systems for the Army, Navy and Air Force, registers new suppliers through its SRM portal using the supplier's GST number as the identifying reference. Separately from standard vendor registration, BEL also runs an empanelment process specifically for private-sector organisations, research institutions and consultants intended for collaborative R&D work, a distinct track from simply supplying components or equipment.
BHEL: decentralised, unit by unit
Bharat Heavy Electricals Limited registers suppliers at the level of its individual manufacturing units, Visakhapatnam, Haridwar, Bhopal, Jhansi, Bangalore, Hyderabad, Trichy and others, each maintaining its own requirements and contact point rather than a single centralised registration a supplier completes once for the whole organisation. A supplier working with BHEL across more than one unit's requirements should expect to register, and be assessed, separately with each.
What this means for a navigation and communication equipment supplier
A supplier whose equipment could serve more than one PSU, an avionics component relevant to both HAL and BEL, for instance, cannot assume that registering with one establishes standing with the other. Each PSU's procurement and quality teams assess a prospective vendor independently, against that specific organisation's own documented requirements, even where the underlying equipment or capability being offered is identical.
What this means for a buyer evaluating a supplier's PSU credentials
- "Registered with a PSU" is not a single, portable credential; ask which specific PSU, and which vendor category within it, a supplier is actually referring to.
- A supply relationship with one PSU does not imply registration or empanelment with another, even a closely related one in the same sector.
- Where BHEL specifically is involved, confirm which manufacturing unit the registration or supply relationship covers, since the company does not operate a single unified vendor list.
